How do I go about pressing charges for harassment?

More details to this question:
My friend has been cyberbullied and harassed by a girl for at least 7 months now. This girl texts and leaves my friend voicemails from random generated numbers and tells her to kill herself and other things of the sort.

It is your friend who would need to press charges.  To press charges, your friend should contact his/her local law enforcement agency (.e.g, if he/she lives within city limits, contact the local Police Department; if your friend lives outside the city limits, contact the County Sheriff's Office).
