Statistics tell stories but the story depends on your point of view.

In New Jersey, in 2008, according to the State and County Arrest Summary, there was a slight increase in criminal arrests.  Essex County reported the highest number of total arrests (by a long shot), and males accounted for the majority of all arrests, except for vice crimes and runaways, where women took the lead.

It is not statistics alone that tell stories.  People arrested on those criminal charges tell stories, as do the police officers who press the charges.
