More details to this question:
In 2003 I was charged with grandtheft (a felony that was reduced to a misdemeanor. I was convicted and 2 years later my conviction was expunged. It's been almost 8 years since my expungement. I am trying to apply at a public school as a secretary but I don't know how to answer this question on the application

"You may answer "no." However be aware of the fact that if a public entity looks in to your background they will see you were arrested, convicted and later had the case expunged. "
