Why is my boyfriend locked up for violating parole when he shouldn't even be on parole?

My boyfriend was charged with Robery-bodily injury or force/2 in 2013 and his sentence was 3 years in prison with NERO no early release. he signed papers stating he wanted to do his max term and not deal with parole. On the day he was released he was givin a mandatory supervised parole for 3 years. Why is he on parole when he signed paperwork with the parole board saying he didn't want it. They signed it too stating they would no longer contact him. Now he's in CRAF for a violation. I really need help here because this isn't fair and I can't figure this out.
